On October 12, 2023, Special Envoy for the Horn of Africa Affairs of the Foreign Ministry Xue Bing met with Director of the Coordination Division of United Nations Office for the Coordination of Humanitarian Affairs Ramesh Rajasingham at the latter's request.

Xue Bing mainly introduced relevant situation of China's efforts in promoting the implementation of the "Outlook on Peace and Development in the Horn of Africa", in particular carrying out humanitarian cooperation in the Horn of Africa, and emphasized that China is ready to align the implementation of the Outlook with the United Nations 2030 Agenda for Sustainable Development to boost peace, stability and development in the Horn of Africa. Ramesh Rajasingham appreciated China's Outlook, and expressed his readiness to actively explore cooperation with China in humanitarian affairs in the Horn of Africa to jointly make constructive contribution to peace and development in the region.

The two sides also had an exchange of views on the situation in the Horn of Africa and issues of mutual interest and concern.
