On June 30, 2023, Special Envoy for the Horn of Africa Affairs of the Foreign Ministry Xue Bing held talks with representatives of countries in the Horn of Africa participating in the third China-Africa Economic and Trade Expo (CAETE) in Changsha. The two sides mainly exchanged views on promoting the implementation of the “Outlook on Peace and Development in the Horn of Africa” and expanding practical cooperation between China and the Horn of Africa in various fields.

Special Envoy Xue Bing said that China and the countries in the Horn of Africa enjoy profound political mutual trust and fruitful cooperation. China is ready to deepen cooperation in various fields such as development financing, trade promotion and connectivity in line with the building of the Belt and Road Initiative and the implementation of follow-up actions of the Forum on China-Africa Cooperation (FOCAC). The participating representatives appreciated China's proposal and active efforts to implement the "Outlook", saying that they will make full use of opportunities such as the CAETE to continuously expand practical cooperation with China and achieve mutual benefit, win-win results and common development.
